A non-profit dedicated to affordable housing and community empowerment since 1997.

Who We Are

Community Development Programs Center of Nevada, located in Las Vegas, is a non-profit 501C4 corporation founded by Frank Hawkins, Jr. in 1997. CDPCN was established with the express purpose of helping low to moderate income families achieve independence and economic empowerment.

This is accomplished by assisting a wide range of consumers including first-time homebuyers, small business owners, and entrepreneurs with the completion of the lending application and packaging process.

CDPCN provides a variety of services to the Las Vegas Valley and specifically its urban areas by building well-planned residential communities and offering counseling services to small business owners. Trained staff review business plans, package business and consumer loans, while providing technical assistance to other non-profit companies.

Our Track Record

Nearly three decades of building

Since 1997, CDPCN has developed more than 1,700 affordable homes and apartments across the Las Vegas Valley — family apartments, senior communities, and single-family neighborhoods representing over $160 million in community investment. Much of it financed with Low-Income Housing Tax Credits, HOME funds, and CDBG allocations on sites private developers would not take on.

The New Windsor Park

Ninety-three new single-family homes on eighteen acres in North Las Vegas, replacing houses lost to decades of ground subsidence in one of the only neighborhoods Black families could buy into under the era's redlined market. Eligible homeowners exchange unsafe, sinking houses for newly built, code-compliant homes — at no cost to the family. Built with structural insulated panels so families move in years sooner than conventional construction would allow.

Award-Winning

Governor Mike O’Callaghan Apartments

A four-story, 40-unit senior community completed in 2025 across 68,436 square feet, recognized by the Structural Insulated Panel Association. The building envelope was closed in eight weeks and the whole project delivered in about nine months. Because CDPCN pays every resident's utility bills, the high-performance envelope keeps seniors comfortable and long-term operating costs down.
