Chairman of the Board
David Washington is a retired Fire Chief for the City of Las Vegas, bringing a wealth of leadership experience and a lifelong commitment to public service. With an extensive background in city government, urban affairs, business administration, and economics, he has played a vital role in shaping the growth and safety of Southern Nevada.
Mr. Washington’s dedication to his community extends well beyond his professional career. He has been recognized with numerous awards for his support of both private and public initiatives that strengthen local families and neighborhoods. As an active member on multiple boards, he continues to champion collaboration, equity, and opportunity across the region, serving as a respected advocate for community progress and civic engagement.
Eugene Campbell
Board Member
Eugene Campbell is a retired Fire Service professional from Missouri City, Texas, with more than 35 years of dedicated civil service. Throughout his career, he worked to ensure the safety and well-being of his community through leadership, training, and hands-on emergency response. His lifelong commitment to public service continues through his role on the CDPCN Board, where he brings a strong sense of responsibility, teamwork, and community-focused insight.
Deeply rooted in family and faith, Eugene values integrity, mentorship, and community involvement. He believes in leading by example and giving back to the people and places that helped shape his journey. His experience in public safety and his devotion to helping others make him a trusted voice and steady presence on the CDPCN Board.
Arletha McCovy Stevens
Board Member
Arletha McCovy Stevens is a retired Clark County School District professional with more than 35 years of dedicated service to education. Throughout her career, she worked tirelessly to support students, staff, and families, helping strengthen the foundation of learning and community across the District.
Even in retirement, Mrs. Stevens remains deeply involved in community service. She continues her advocacy through her work with the NAACP Executive Board of Directors, where she focuses on equity, opportunity, and empowerment. Her lifelong dedication to education and civic engagement reflects her unwavering commitment to improving the lives of those around her.
Frank Hawkins, Jr.
Executive Director and Founder
Frank Hawkins Jr. brings decades of experience in business, government, and community development to his role on the CDPCN Board. His deep understanding of local needs and his longstanding commitment to Las Vegas have guided his work in advancing opportunities for low-income and minority residents.
A former City Councilman (1991–1995) and NFL player with the LA/Oakland Raiders (1981–1988), Mr. Hawkins has carried his drive for teamwork and excellence from the field to public service. He continues to champion first-time homebuyer programs and housing initiatives funded through both private and public partnerships, helping families achieve stability and build a stronger future for their communities.
